For the most part, the offensive use of lethal force is reactive. An individual who works in compressed environments will often work initially from reactive to competitive state of interaction, as he needs to identify, see better, etc. Being able to perform out of the position you find yourself in, rather than the one you wish or plan to be at is probably the most important, neglected aspect when it comes down to the development of SOPs, as the human mind is often leaning towards anticipated success and proactivity, rather than the opposite.
